Post at the library.

Agree with the elementary school idea; see your counselor to find out about such programs.
References :
To add to Your Pal's answer, supermarkets often have community bulletin boards where you can advertise. Everybody needs food.
References :
(1) If your area has any program set up for community volunteers to tutor elementary school kids for free, sign up and do that. Why? That will give you credibility. They will probably run a background check on you. They might also provide some brief training in how to tutor the elementary kids. So you can advertise that you are ALREADY a tutor in such and such Elementary School.

(2) Put up flyers in coffee shops. Lots of moms go to coffee shops in the mornings and afternoon.

(3) On your flyers, state your credentials and what you charge. State things such as: if an honor student; your GPA if it is high; subject you have all A's in; any Advanced Placement classes you've taken; any academic awards won. Put nice photo of yourself on the flyer.

(4) Put ads on Craigslist, if there is one for your city or town.

(5) To decide on a price, do searches on Google and see what others are charging in your state or city or town.

(6) To be a tutor is an important position of trust. Peoples' future are at stake. Make sure you do a good job!
References :
An ad in the paper always goes well. Try to contact local tutors and ask them what kind of websites and books they put their name in.
References :
If you are a very good student, you can do dual enrollment at the local college or even enroll a year early. There are several private colleges that will let you start early.
References :
http://www.ctd.northwestern.edu/resources/displayArticle/?id=153

If you're in the UK:

1) A levels (best to make one of them History!)

2) Degree. Your degree needs to be 50% History-based. Mine's Joint Honours Education Studies and History. You'll need a 2:1.

3) Experience. Get some experience in a school.

4) Training. Have a look at the TDA website for your training options because they vary.
References :
4 year degree and take the state certification test!

But, please think about a different academic focus. Too many social studies teachers already. Example: chemistry position opened and we received 3 resumes. An American history position opened and there were 87 resumes. Both positions were open for 3 days. Which teacher is more valuable and harder to find?

Do some research into this before you decide on becoming a history teacher.
