The California State Universities' highest degree is the master's (the only Ph.D.'s offered are in conjunction with a Ph.D. granting school -- and none of those are in Physics.) It seems to me that you should be able to find something without going out of state.

The California State Universities’ highest degree is the master’s (the only Ph.D.’s offered are in conjunction with a Ph.D. granting school — and none of those are in Physics.)
